BBC NEWS | World | Europe | Spain voters approve EU charter: "A clear majority of Spaniards have voted in favour of the European Union constitution in a referendum. "
Granted it was only about a 42% turnout and that's not exactly a government mandate, but the 1st of the referendums has successfully passed, close on the heels of Slovenia ratifying the constitution last week. That's 4 down, 21 to go. The smaller players have shown some agreement with the legislation (Hungary, Lithuania, and Slovenia being the first three)....now on to the big boys.
